Summary: This is a world where everyone has the ability to control quarts, heck even give commands to it to do things, form into shapes, float, etc. However, in any given norm there are the odd balls that appear in the rate of, in this case, one in 10 million. The main character is the unique or so called odd ball in the story. He was sent to a school, by his parents, where people were taught how to control their “powers,” in hopes that his own will wake up. How things progress, and how the title fits into the story, is yours to find out!
